Any Person Constructing Steam, Water Or Other Facility To Generate Electricity To Be Used For Furnishing A Public Utility Service. Commission Takes The Following Into Account Where Reviewing Petition For Construction Of Facility For Generation Of Electricity. Applicant's Arrangements With Other Electric Utilities For Interchange Of Power, Pooling Of Plant, Purchase Of Power, And Other Methods For Providing Reliable, Efficient And Economical Electric Service. Before Certificate Is Granted, Commission Has To Approve Estimated Construction Cost And Construction Has To Be Consistent With Commission's Plan Of Expansion Of Electric Generating Capacity. Any person who seeks to construct an electric generating facility in North Carolina, and is exempt from the requirement to obtain a certificate of public convenience and necessity, is required to file form Report of Proposed Construction and a notice of completion of the construction of the facility.

Certificate Must Be Renewed If Applicant Does Not Begin Construction Within 5 Years After The Date Of The Commission Order. Must Comply With Commission Rule R1-37

Does Not Apply To Person Who Constructs An Electric Generating Facility For His Own Use, However That Person Has To Report To The Utilities Commission The Proposed Construction.
