If you are applying for a driver license, a learner's permit or an ID card for the first time in NC, you will need to provide proof of your full name and date of birth, your NC residence address, provide your social security number or documentation indicating your legal presence in the U.S. You will need to provide proof of vehicle liability insurance and this policy must reflect your name. You may be required to be tested on the following: knowledge test, vision test, traffic signs recognition test, and driving skills test. $40 for 8 years or $5 per year. Restoration fee $65
