U.S. Department of Transportation Federal Aviation Administration Title 14 Code of Federal Regulations Part 157 requires all persons to notify the FAA at least 90 days before construction, alteration, activation, deactivation, or change to the status or use of a civil or joint-use (civil/military) airport, by completing FAA Form 7480-1 through their Web Link for Obstruction Evaluation / Airport Airspace Analysis (OE/AAA): https://oeaaa.faa.gov/oeaaa/external/userMgmt/permissionAction.jsp?action=showLoginForm. This will start an airspace study (takes about 6-12 months). After issuance of the Determination Letter from the FAA, completion is required of the FAA Form 5010-5 (Airport Master Record) and the North Carolina Department of Transportation Aircraft Landing Area Permit form (NCDOT will not except this form without the Determination Letter from the FAA). The local county and/or municipal government should be contacted initially to determine if the proposes airport site is properly zoned.
