A person who possesses the necessary educational qualifications as prescribed by NC General Statute 90A, Article 4 (4-year bachelor’s degree and completed at least 30 college semester hours in physical/biological sciences), but who has not completed the experience and specialized training requirements in the field of public health sanitation as required for registration.
