A Controlled Hunting Preserve Operators License for Game Birds authorizes the holder and their guests to take or kill domesticated pheasants, chukar partridges, Hungarian partridges, Mallard ducks, and other domesticated game birds, except wild turkey. This license also authorizes the purchase, possession, propagation, sell, transport and release of propagated migratory game birds and propagated upland game birds, with the exception of the wild turkey.

Applicants must be prepared to show proof, upon request, of ownership or of legal leasing for the land which the preserve is established on. The preserve must be greater than or equal to 100 acres and established as one block of land. The preserve must be operated following the Rules of 15A NCAC 10H .0102-.0110. Preserves that also use this license to purchase, possess, propagate, sell, transport and release of propagated migratory game birds and their eggs, and propagated upland game birds, except wild turkey, are subjected to the additional Rules in 15A 10H .0900. As required by law, every hunter hunting on a controlled hunting preserve must have in their possession a proper resident or nonresident hunting license, or a Controlled Hunting Preserve hunting license for the current year. Each individual who obtains a Controlled Hunting Preserve Operators License for Game Birds shall submit an annual report form post-marked within 15 days following the expiration of the permit as instructed in 15A NCAC 10H .0101 (b). Operator must also maintain a daily record of each game bird species released on the preserve and have it available for inspection by an authorized Commission personnel upon request.
