Federal airport certification regulation [Title 14, Code of Federal Regulations (CFR), Part 139 (14 CFR Part 139] and established certification requirements for airports serving scheduled air carrier operations in aircraft designed for more than 9 passenger seats but less than 31 passenger seats. In addition, this final rule amended a section of an air carrier operation regulation (14 CFR Part 121) so it would conform with changes to airport certification requirements.

Each certificate holder shall adopt and comply with an Airport Certification Manual, and persons required to have an Airport Operating Certificate shall submit their Airport Certification Manual to the FAA for approval. Prepare and submit an application in a form and in the manner prescribed by the Administrator to the Regional Airports Division Manager as well as two copies of an Airport Certification Manual. In order to operate a Class I, II, III, or IV airport as specified under ยง139.1 of 14 CFR, a person must have an FAA Airport Operating Certificate, unless exempted by the Administrator
