A person who provides services exclusively to one or more bond fide employee benefit plans each of which is established by an employer, an employee organization, or both and for which the insurance laws of this State are preempted pursuant to ERISA. This also includes administering a Section 125 Flexible Spending Account, Health Reimbursement Account, or Health Savings account for such an employer.
