Registration of persons who solicit, recruit, or represent athletes for the purpose of financial gain in professional sports. Certificate of Registration is granted to an applicant in order to enter into an agency contract with a student athlete or, to directly or indirectly, recruit or solicit a student athlete to enter into an agency contract.

North Carolina And Resident Attorneys Who Neither Advertise Directly For, Nor Solicit Any Athletes, Or Who Represent No More Than Two Athletes.
There are limited exceptions. An individual can act as an athlete agent without registering under certain circumstances, but he/she still has to file an application within seven days afterwards. Under 78C-88(c), a North Carolina-licensed attorney may act without having registered under certain circumstances.
