Facilities that have uncontrolled potential emissions of less than 100 tons per year or potential emissions of regulated hazardous air pollutants (HAPs) must each be less than ten tons per year of a singe HAPs or a less than twenty-five tons of the sum of all HAPs per year. Controls or other limitation to reduce emissions may be required.

Facilities eligible for general permits must meet certain conditions and emission must be below thresholds established by rule.
