Shall First And Before Such Use Be Submitted And/Or Demonstrated By The Manufacturer For The Purpose Of Approval. In Lieu Of Approval By The Department Of Agriculture, A Certificate Of Conformance Issued By The National Bureau Of Standards May Be Accepted.
