"Fertilizer Materials" - Any Substance Containing Either Nitrogen, Phosphous, Potassium, Or Any Other Recognized Plant Food Content Or For Compounding Mixed Fertilizers. Does Not Include All Types Of Manipulated Manures And Mulches For Which No Plant Food Contents Is Claimed. Each Brand Of Commercial Fertilizer (Fluid And Dry) For Tobacco, Specialty Fertilizer, Fertilizer Materials, Manipulated (Processed Or Added To) Manure And Fortified (Plant Food Added) Mulch Shall Be Register By The Person Whose Name Appears On The Label Before Being Offered For Sale, Sold Or Distributed In This State.

All Other Mixed Fertilizers Other Than Those Previously Described May Be Manufactured And Sold Without Registration But Must Be Properly d To Manufacture Or Distribute Such Exempted Fertilizers. (See Fertilizer Manufacturing ). The Term "Fertilizer Material" Does Not Include All Types Of Unmanipulated Animal And Vegetable Manures And Mulches For Which No Plant Food Content Is Claimed.
