Any Place Or Location Where Dogs Or Cats Are Sold At Auction To The Highest Bidder Regardless Of Whether Such Dogs Or Cats Are Offered As Individuals, As A Group, Or By Weight. No Person Shall Operate A Public Auction Unless A To Operate Such Establishment Shall Have Been Granted By The Department Of Agriculture - Animal Welfare Section.
