Every Pesticide Prior To Being Distributed, Sold, Or Offered For Sale Within This State Or Delivered For Transportation Or Transported In Intrastate Commerce Or Between Points Within This State Through Any Point Outside This State Shall Be Registered. The Applicant For Registration Shall File The Name And Address Of The Applicant And The Name And Address Of The Person Whose Name Will Appear On The Label, If Other Than The Applicant; The Name Of The Pesticide; A Complete Copy Of The Labeling Accompanying The Pesticide And A Statement Of All Claims To Be Made For It Including Directions For Use; If Requested By The Board, A Full Description Of The Tests Made And The Results Thereof Upon Which The Claims Are Based; In The Case Of Renewal Of Registration A Statement With Respect To Information Which Is Different From That Furnished When The Pesticide Was Last Registered; Material Safety Data Sheet For The Pesticide. Pesticides Shall Also Be Registered With U.S. Environmental Protection Agency.

Submission Of Labeling. If Pesticide Product Is Required To Be Registered With The EPA, It Must Be Registered With The EPA Prior To Registration In NC. Pesticide Products Not Required To Be Registered With The EPA ("Minimum Risk Pesticides")Are Required To Be Registered In NC.
Public Officials Of This State Or Local Subdivisions Thereof And The Federal Government Engaged In The Performance Of Their Official Duties. Manufacturer Or Shipper Of A Pesticide For Experimental Use Only, By Or Under The Supervision Of An Agency Of This State Or Of The Federal Government Authorized By Law To Conduct Research In The Field Of Pesticides; For Experimental Use By Those Manufacturers Or Shippers Not Selling The Pesticide And If The Container Is Marked Plainly "For Experimental Use Only - Not To Be Sold Together With The Manufacture'S Name And Address.
